Everything is going well, thank goodness, but I haven’t earned any money via Google Adsense yet. My Adsense account has been active since 2007 and there is only 23 TL in it.
Even earning 1 lira a day would make me happy.
What can I do?

I also have around 40 lira, the account is 7 months old. Following :D.
Even if you just run an up-to-date blog (with current content on all topics), you can easily earn the figures you mentioned.
The important thing is to constantly maintain the consistency of your first day. If you give up after 3-5 months, it means this line of work simply isn’t for you. If you keep going without giving up, your tree will start to bear fruit.
As @lookout also said, all that is needed is consistency. It doesn’t matter what topic it is or what kind of website you are opening. Keep going with the same enthusiasm as the first day, and after 8-9 months you will earn well above the numbers you mentioned. Patience, consistency, originality. That is all it takes.
