WPML Plugin Menu Creation Problem

Hello friends, I have a licensed WPML plugin available and my theme is 100% compatible with this plugin. I install the WPML plugin, make the necessary settings, but when I try to create a menu for the languages I have selected, I get a 404 error. In your opinion, what is causing the problem, and how can I create a menu?
