I agree as well, sir, you should prioritize content first. Promotion can also be done occasionally on forums and directory sites. I think keyword-based SEO work should be started after the 2nd month. But of course, you must provide content to your website for months without getting bored 
Do not perform SEO on newly launched sites. Enter your content, and if you are using WordPress, after setting up the necessary plugins, settings, etc., open social media accounts for your site.
